Ability for Admins to have Manager User Policy Icon under Actions

We run a multi-tenant environment and do not give permission to local admins (local customer site admin) to Settings or Customizations. It would be good to be able to give them the ability for Admins to have the “Manager User Policy” Icon under “Actions” without giving them full access to the “System” or “Settings” sections.
