Recycle Bin should not be counted on the user's available space

"Recycle Bin eating up the user's Quota space. The capacity consumed for the Deleted Files should not count towards the user's quota."

Solution:

They would prefer for the available space for the user to not include the recycle bin used space. The reason is that they don't allow the users to remove the files from the recycle bin, needing their intervention to remove files.

Additional request (would be nice...):

They have retention rules for deleted data. Instead of deleting the files in the Recycle Bin, they would like to have an option (as admins) to move the data from a user recycle bin to a different location (for example, a Team Folder with a subfolder for each user's recycle bin).
