Allow long path lengths on networkshare

Windows has now the option of using longer path lengths. FileCloud says it is capable of handling these longer path lengths, except when using networkshares due to a PHP limitation. However, I have found that in PHP the variable PHP_MAXPATHLEN depends on the OS it is running on. In windows this is default 260 characters, but can be expanded to 32,767.

It would be nice if FileCloud would change this PHP variable depending on the OS capabilitiy.
