Block users from turning off "Remote management" in Sync application.

For sync to apply configurations from the Admin portal, users must enable " Remote management" on sync settings. There is a flag to push this setting via the registry "allowcentralmgmtusermodify". But users can disable this setting and hence cause problems. Requesting for a feature to force this setting and block user override.
