Allow admins to disable ability for user to unsubscribe from email notifications

User should not be able to opt out from receiving critical (policy-related) email. Add Admin setting to disable the user email notification opt-out link

Can I ask for some more detail, to make sure I understand what you need? like do you want the admin to differentiate which type of emails will users be able to opt-out of or not?
