Ability to change the default disabled user account message on login

Needs Review

When a user account is disabled the user can still attempt to login, upon attempting to login they receive a generic system level error that could cause confusion of who to contact to get their account re-instated.

Option to implement branding/custom message when a login is attempted to a disabled user account would help make the FileCloud platform more user friendly.

I like this idea
