Allow ability for administrator to specify which share settings can be changed

Administrator can currently set default values for share settings, and also globally set whether user can change share settings.
As an admin, it would be nice to be able to pick which share settings are changeable or not by end user:
expiration
download limit
share type
I like this idea

We aren’t planning on building this feature, at least not soon. We currently have the queue for development outlined until Q3 2023; we will revisit backlogged feature requests as soon as we’ve worked through our current plan.
