File version access for view only share permission users.

Sometimes an organization doesn't want the users to delete/overwrite the files. The user only has read-only access (share) to the location.
These read-only access users can not view the older version of the files. It would be good that the user with view+download access can view and download the previous versions of the file.

We aren’t planning on building this feature, at least not soon. We currently have the queue for development outlined until Q3 2023; we will revisit backlogged feature requests as soon as we’ve worked through our current plan.
