E-mail notification of critcial or high alerts in the filecloud admin portal

The filecloud admin portal Alerts screens display useful information about the status of the filecloud services. For example a message queue service failing which may have user impact. Currently you would only know as an admin if users start noticing performance issues unless you check the admin portal all the time. Proposal to consider implementing configuraable e-mail alerts (e.g. only for critical).

We aren’t planning on building this feature, at least not soon. We currently have the queue for development outlined until Q3 2023; we will revisit backlogged feature requests as soon as we’ve worked through our current plan.
