Add frequent verification process for guest or limited users to Filecloud

Add the function to frequent verify users at File Cloud. This mainly for Guest or limited users. For examble, that every 90 days a mail is send to the user and he must click at an activation link. This to ensure that users who left an external company where deleted at File Cloud as well.
