Additional Admin Granularity

At the moment it's not possible to grant an admin user access to reports or the ability to adjust user storage quotas without also granting access to the settings tab. The way our environment is configured we cannot have users with access to the settings, and some of our clients want to have access to these portions for their sites. Would like it if we could grant user policy and reports access without granting access to settings in the admin UI.
