Allow admin users the ability to rename files uploaded by other users, especially by Limited Users

We have external customers (all defined as Limited Users)who provide files to us which are supposed to be named using a specialformat. There are many times in which the file format is incorrect. We would like to simply edit the file name ourselves to correct theissue as this is much faster than asking the customer to resubmit the filesin the proper format.

This feature enhancement could be controlledvia an enabled/disabled option, if desired.
