Email when a new file is uploaded to public folder

I set up a "everyone" "no password" upload only" folder to allow clients to upload files to me whenever they need to. I checked the box for "Email File Change Notifications" but I do not get any notifications for new file uploads.

Because of the nature of the public folder, there won't be file changes other than delete/move. I would like to get an email anytime a new file is uploaded so I don't leave a client hanging if I forget to check that folder everyday.
